The National Human Rights Commission (NHRC) has issued directives to all States and Union Territories to prevent the unnecessary eviction and harassment of street vendors, hawkers, and local artisans during the festive season of Navratri, Diwali, and Chhath Puja. The intervention aims to protect the economic interests and livelihoods of small traders who depend heavily on seasonal sales.
The NHRC emphasized that no arbitrary removals, confiscation of goods, or undue penalties should occur during this period. In cases where clearing a space is essential due to strict fire safety or crowd management requirements, local authorities are mandated to provide designated alternative vending zones.
By requiring local administrations to support street vendors in alignment with the "Vocal for Local" campaign, the NHRC seeks to strike a balance between civic order and the economic rights of marginalized traders. Chief Secretaries have been asked to ensure strict compliance across district and municipal levels, with implementation reports due by October 18, 2026.
