The Government has introduced a de minimis exemption that removes the mandatory Registration-cum-Membership Certificate (RCMC) or Certificate of Registration for small-value export consignments up to ₹3 lakh. This aims to reduce compliance burdens for new and occasional exporters and facilitate exports through postal, courier, and other emerging channels.
Data from 2021-22 to 2025-26 indicates that consignments up to $3,000 accounted for 43% of shipping bills but only 0.86% of India’s total merchandise export value. This shows the exemption covers many small transactions while having a minimal impact on overall export value.
Previously, exporters were required to identify the relevant export promotion council or commodity board, submit documents, and complete registration before exporting.
The move is expected to simplify procedures, enhance ease of doing business, and make it easier for small businesses to enter export markets. Exporters exceeding the ₹3 lakh threshold can still obtain the necessary membership and access export promotion and market-access support.
