The pitch comes as Upper Assam moves from rescue to rebuild. The Assam State Disaster Management Authority put this year’s flood death toll at 105 after a drowning in Sivasagar around 17 August. The state has already transferred interim assistance of ₹15,000 per family to 96,842 households, ₹146.26 crore in all. Sarma has separately put assessed damage so far at about ₹480 crore, covering 26,681 houses, with the survey still running.

Friday's Delhi meeting does not announce a new Central package. It is the political next step after Sarma's Thursday discussion with the Prime Minister.
