On July 21, 2026, the Enforcement Directorate (ED) conducted raids at eight locations in Bengaluru as part of an investigation into an alleged ISIS recruitment network.
The searches stem from a National Investigation Agency (NIA) FIR against suspects allegedly linked to entities such as the Iqra Welfare Trust and Guidance for Mankind. The FIR invokes provisions of the Unlawful Activities (Prevention) Act (UAPA) for terror funding, preparatory acts, and recruitment.
According to the NIA chargesheet, the accused—including Irfan Nasir, Ahamed Abdul Cader, and others—allegedly conspired to radicalize local youth through Iqra Camp personality development workshops and Quran Circle study groups. The chargesheet further alleges that they exploited sentiments surrounding the Anti-CAA/NRC protests to incite divisions, raised funds, and facilitated recruits' illegal travel to Syria via Turkey to join ISIS.
