The Delhi Cabinet, chaired by Chief Minister Rekha Gupta, approved the Upliftment and Rozgar for Women/Transgender Green E-Auto (DURGA) scheme on September 23, 2026. Under phase one, the state government will issue permits and vehicles for 1,300 pink electric autos, divided into 1,170 allocations for women and 130 for transgender applicants. Applications will process via a dedicated online portal, with individual district caps set at 90 vehicles for women and 10 for transgender beneficiaries.

Eligibility rules mandate that applicants be Delhi residents aged between 20 and 40 with a valid voter ID, Light Motor Vehicle (LMV) driving licence, Public Service Vehicle (PSV) badge, and an annual household income capped at ₹5 lakh for 2025–26. Women with more than three children and households owning an existing registered commercial vehicle are disqualified. Transgender applicants must provide certification from a Delhi District Magistrate. The approved vehicles carry a mandatory three-year lock-in period prohibiting sale or transfer and will access designated charging sites across 70 Delhi Metro stations.
