The Kerala High Court has expressed serious concern over the poor conditions at the Government Mental Health Centre in Kuthiravattom, Kozhikode, particularly regarding the facilities available to patients. The court has sought reports from the secretaries of the Health and Social Welfare departments on the measures being taken to improve infrastructure and patient care at the centre. The court specifically noted the condition of the isolation wards and cells, pointing out that many structures are outdated and the premises are poorly lit. It also emphasized the need for a compound wall to enhance the security and overall environment of the institution.
In addition to infrastructure issues, the court highlighted significant staff shortages, including a lack of security personnel, cooks, and cleaning workers. Authorities were directed to fill vacant posts and ensure that Aadhaar enrolment of patients is completed promptly. The High Court observed that the situation at Kuthiravattom mirrors conditions at mental health centres in Thiruvananthapuram and Thrissur. These observations indicate concerns that extend beyond a single institution, underscoring the need for improvements in mental healthcare infrastructure and staffing across Kerala.
